With the addition of SG bases, there is now crafting in the game to build certain base items. This is being expanded in the future, with an "invention" system that won't require bases but will instead make use of the universities (which were once meant to house the fabled skills system).
From the November 2005 PC Gamer:
The long-awaited crafting system, called invention. At level 15, you'll be able to start earning invention skills in one of three areas - arcane, engineering, and natural sciences. Then, by salvaging items dropped by defeated enemies - such as mystical swords, gems, or gadgets - you can research and develop new enhancements. When you reach the highest level of the inventing skill, you'll be able to craft temp powers that can be sold to other players.
Accompanying the invention system will be a villain group called The Battalion that is so powerful that you'll need some of the player-made temp powers to defeat them. This group will hunt heroes and villains alike.

GameSpy: With each issue, it seems that the new base features come closer and closer to a true "crafting" system. Is this where the game is heading, a real crafting system?
Matt Miller: That's the goal. The current base item creation system is the foundation for the "invention system" in City of Heroes and City of Villains. That's not to say you need a base to craft. The Universities were put in for a reason.
It should be interesting to see how a full-fledged crafting system impacts the game. I think it will be a neat addition.
For those who don't play anymore (currently everyone, I think :P) and are wondering about the skills system, it's been shelved. After numerous attempts, the devs were unable to work a system into the game that was both meaningful and fun. I can actually see that - it's a pretty big system to retrofit into an existing design. I suspect if there's ever something like CoH2 the devs will incorporate things like skills and PvP from the outset.
