The first four Veteran Rewards have been revealed in detail on the Veteran Rewards page (http://www.cityofheroes.com/community/veteranrewards.html). For the link-averse, here's what each gives:
3 months:
Trustworthy badge
Trenchcoats
1 costume token per character
6 months:
Faithful badge
Greek symbols available as chest symbols
1 costume token per character
9 months:
Dependable badge
Belly Shirt for female characters, Scottish Kilts for males
1 costume token per character
1 respec per character
12 months:
Loyal badge
Choice of permanent temporary power: Undead Slaying Axe or Sands of Mu
Base item: wall-mounted weapon display
All pre-order sprints available: Rush, Dash, Quick, Surge
My take:
3 months - Not so into the trenchcoat thing, but the costume token will be nice for characters that aren't sitting on 27 of them like Angry Carrot.
6 months - Greek characters? Oh my, I feel faint! :P This one is just lame. Again, the costume token will be nice.
9 months - This is a good one, with the free respec to all characters, especially since it doesn't replace any existing respecs. Carl the Bat may look good in a kilt.
12 months: Base item is fluff, the prestige sprint powers are marginally interesting but still fluff. It will be nice to have another permanent temp power, though. Plus it's fun to say Sands of Mu.
Conspicuously absent from the first year of rewards are wings. I suspect they will be the two year reward. The next set should be revealed soon(TM).

Wait, this is based on subscription time? Woah, what's the year 3 reward, cancellation of all debt? DepletedUranium might have to take them up on that one.
Two years for wings? That kinda sucks.

Actually, as someone pointed out, making wings a two year reward would put them well out of reach for anyone who has CoV only, since that game is only about a year old, so the thinking is they are more likely to be the 15 month reward and CoV players who got the game when it came out will qualify for wings about three months after.
But all speculation, of course.

These rewards are cool and all, but this one in particular concerns me: "All pre-order sprints available: Rush, Dash, Quick, Surge"
I'm going to go ahead and assume that I'll now be removing all 4 versions of Fancy Sprint from my power tray for every new character I make. I'm also curious how those flight animations are going to work. I wonder if you get to choose or if they just cycle randomly whenever you activate flight.
Oh, and Tai, "cancellation of all debt" takes like one playing session. :)

As always, the cries of DOOOM and "Unfair!" on the official forums are amusing and/or depressing. Veteran Rewards will cause people to cancel accounts and lead to servers being consolidated, if not the entire game closing down forever.
Yes, people are actually saying that. People are funny. :)
The EU rep Bridger confirmed that some EU players will qualify for wings when Issue 8 is live, meaning they are likely the 15 or 18 month reward, since CoH launched in Europe in Feb. 2005.
And to confirm Circuit's assertion on debt, I maxed out debt on Johnny Saturn during one Hamidon raid (five deaths outdoors, where you get full debt, not half-debt like in missions). I ran with a group afterward, did a few missions and the debt was gone. It's pretty trivial now (also another subject of DOOOM).
It's the end of the world!!!! :) DU has 80k debt. Maybe I'll pay to transfer him to Triumph some day.

They are cumalative, right? Is the "shoulder cape" the same thing as my current cape?

No, the shoulder cape only goes over one shoulder.
The rewards are indeed cumulative.
If you have 24 months of paid and/or free time on your account (free time = free month included with any CoH/CoV box) you'll get all of the first two years of rewards with any character.
That means any new or existing character would get:
8 badges
2 respecs
6 costume tokens
trenchcoats
Greek symbols available as chest symbols
Belly Shirt for female characters
Scottish Kilts for males
Choice of permanent temporary power: Undead Slaying Axe or Sands of Mu
Base item: wall-mounted weapon display
